GrandTheftAutoIV is set in Liberty City; a sprawling city split into 4 boroughs, and one independant state.
The four boroughs are Bohan, Dukes, Broker, and Algonquin.

Broker is located on the south-eastern island, just south of Dukes. Broker is one of the boroughs the player has access to upon starting the game, and it's layout and design is based around that of Brooklyn with factories, warehouses and a collection of run-down buildings.

Dukes spans the top half of the south-eastern island, just north of Broker and is based on Queens. Dukes contains Francis International Airport in the far east area of the borough.

Based on the Bronx Bohan is located, on it's own independent island, to the north-east of the map.
Just by looking at Bohan's architecture you can see that the borough has been neglected, fallen into a state of disrepair and has become victim of crime and over-crowding.

Algonquin is Liberty City's main island for business, shopping and recreation and is also the most densely populated borough. You will probably spend the majority of your time in Algonquin due to it's long open roads, choice of fast cars and heli-ports.
Much alike the other boroughs Algonquin is modelled on Manhattan and is scattered with a grand old buildings and towering sky scrapers alike. In the center of Algonquin you will find a large public park, much alike Central Park and to the south east is an island which is home to the "Statue of Happiness", which is basically the Statue of Liberty.
